Performance Improvement
In work for executive agencies Douglas
was the lead consultant in a Deloitte team which undertook
a major review of means to improve the operations of
the Reader Services Division of the largest library
in the UK, managed performance improvement assignments
for the award of grants and of internal communications
in a large environmental agency, and reviewed processes
for the award of mainstream and lottery arts grants
in Scotland’s most important arts funder.
Performance improvement work on behalf of Deloitte
for local authorities included advice
on bonus and financial processes for commercial units
in several authorities and of financial processes in
a Council’s Department of Education, as well
as advice on strategic partnerships and the creation
of Trusts to operate council services. Douglas has
five years’ experience of senior management and
member development for many of Scotland’s local
authorities from his time at the Scottish Local Authorities’ Management
Centre (SLAMC) at Strathclyde Business School, and
reviewed structures and reward systems for chief officers,
based on his prior experience as Chairman of the Scottish
JNC and APT&C Councils.
In tertiary education, Douglas has
advised on several performance improvement projects
including:
- finance and management arrangements for one of
the largest Faculties of Medicine at a Scottish University;
- ICT for corporate systems at a research-based
University; and
the management of staffing, teaching and research at
one of Scotland’s pre-eminent Arts Faculties.
