Organisational Review
Douglas has managed teams which have successfully
completed many strategic and organisational reviews
of executive agencies, including:
- Quinquennial Reviews of agencies in education
and health;
- several reviews – of communications, partnership
working, partner perceptions and VfM - for a major
environmental agency;
- a review of the remit and operations of a very
sensitive health agency;
- two reviews of funding operations for Scotland’s
major funder of cultural activities;
- A strategic review of a leading educational research
agency;
- a Best Value Review of one of the largest national
cultural agencies in Scotland;
using web-based consultations, benchmarking and facilitation
of Boards and Management Teams as appropriate.
Reviews for local government have
included reviews of chief officer pay and structures,
viability and potential partnerships for commercial
organisations and of financial processes, of the cases
for the transfer of leisure functions of three different
local authorities to Charitable Trusts and the implementation
of such transfers for two authorities. More recently,
Douglas has contributed at project board level to a
comprehensive modernisation review of a City Council
in preparation for the expected increased expectations
on authorities following the 2007 elections, and has
also undertaken an independent investigation of industrial
relations difficulties in the commercial services of
another authority.
Organisational reviews in tertiary education have
included work on financial and management processes for
a leading Faculty of Medicine, a review of teaching and
research at a School of Fine Art and a review of ICT
for corporate systems, learning environments and research
at another University. Douglas managed the two major
reviews of Initial Teacher Education in Scotland which
Deloitte undertook for the Scottish Executive. For eight
years Douglas was the nominated Professional Adviser
on behalf of Deloitte to the Millennium Commission on
the creation of the University of the Highlands and Islands,
signing off £34.3m in grants against estates, ICT
and organisational development and he has since worked
for UHI on behalf of Wynn Consulting. |
