an independent decision-support
consultancy for public bodies.
Our Principal Consultant, Douglas Wynn, was
formerly a politics academic and chair of several
local government employers’ bodies. He has
provided high-quality consultancy services for public
sector clients since 1984, initially on behalf of
Strathclyde Graduate Business School, then Deloitte
Consulting for nine years and (since 2003) through
this practice, Wynn Consulting.
Services which Douglas provides include organisational
and strategic reviews, options appraisal, change
management, performance improvement, independent
consultations, business cases, ministerial submissions
and client-side project advice.
Our aim is to provide clients with high quality
services at optimum fee rates, either by direct delivery
wherever appropriate or by a mix of our own inputs
and the specialist expertise of trusted associates
to provide a holistic solution. Complete confidentiality
and sensitivity to client requirements are observed
in all assignments. Organisations with which we have
worked to date include Deloitte Consulting, Turner
and Townsend Project Management, Caledonian Economics
and the Transport Research Institute of Napier University.
Since inception in 2003 Wynn Consulting has inter
alia :
- provided three ‘Green Book’ options
appraisals – the first for The National Museums
of Scotland in support of its (successful) grant
application for a £45m refurbishment scheme,
the second for Capability Scotland in considering
the shape of its future services and the third
for The Scottish Arts Council in considering options
for the accommodation of the new National Theatre
of Scotland;
- completed a ‘Best Value’ Review
of The National Galleries of Scotland as a sub-contractor
to Deloitte Consulting;
- supported and participated at board level
in the comprehensive modernisation programme of
The City of Edinburgh Council, inter alia providing
advice on project governance, appraisal matrices,
partnership working and a SWOT analysis of a key
department. Wynn Consulting completed a web-based
consultation on partnership working for the Council
in October 2006;
- undertaken an independent review and report
to Midlothian Council on industrial relations problems
in its commercial services;
- written the successful case for an independent
Regional Transport Partnership for Shetland Islands
Council and submitted it to Scottish Ministers.
This now allows it to control its own transport
policy and governance for its unique circumstances;
and
- written four business cases to the Scottish
tertiary funding councils and ministers on behalf
of colleges - and achieved grant funding;
