Business Plans and Business Cases
Douglas has led the preparation of business plans
for local authorities to satisfy reporting
arrangements for commercial operations and for the
creation of leisure trusts. Business cases have been
prepared for a Council to be submitted to the GAE Distribution
Committee in respect of access to Special Islands Needs
Allowance funding and for an Islands Council to submit
to the Scottish Executive Transport Minister in respect
of increased influence in the strategic direction of
a major local Airport.
Recently, through Wynn Consulting, Douglas wrote
the submission to the Minister for Transport which
succeeded in achieving its own regional transport partnership
for the same Islands Council.
Business cases and business plans which Douglas has
led in tertiary education have included
cases for:
- a new community-based tertiary education development
in the Welsh Valleys;
- a new City Centre Campus at a Welsh University
College;
- developments of further education capacity at
various colleges in Ayrshire and the west of Scotland;
and
- rationalisation of the estate of a large and dispersed
College.
In addition, Douglas was appointed personally to advise
the Millennium Commission on the core business case for
a University of the Highlands and Islands, and later
on the various estates and ICT elements of the project,
signing off £34.3m in grant against project milestones.
